I have the honour to acknowledge receipt of your letter of the 23rd instant complaining of the conduct of Police constable No 45. This constable was brought before me this
morning and Mr Looker was present.
The constable says that on the occasion in question the ricksha coolies were giving him a great deal of trouble. He says he did not actually strike the ecolie but only hit at him. He says that he did not intend any incivility, nor to the best of his belief use any towards the Admiral, whom he did
not recognise.
It remains with the Admiral to say what he wishes to do in the matter. I cannot deal with the assault which is a
well matter for a magistrate. As the constable is a quiet, behaved man all that I could do would be to caution him, much as I deprecate any incivility on the part of our police to anyone. But as the Admiral may wish to take further action I refrain from doing so until I hear from you again.
